TikTok Agency Ad Account: Agency-Owned vs Client-Owned, and How to Vet a Provider

"TikTok agency ad account" is a search that hides two very different arrangements. In one, an agency opens a TikTok ad account inside its own Business Center, funds it, and gives you access. In the other, the ad account is yours, and an agency is granted access to run it and is recognised by TikTok as your media agency. Both get described as a "TikTok agency account". They differ on the three things that matter when something goes wrong: who owns the account, whose money sits in it, and what you keep when the relationship ends.
This guide does not list or recommend specific agencies. It explains how TikTok's own agency tooling works, based on TikTok for Business help documentation, and what to check before you hand a provider a deposit or your campaigns.
Two arrangements called a "TikTok agency account"
1. Agency-owned ad account
The agency creates the ad account in its Business Center. TikTok's Business Center payment documentation states that ad accounts created by a Business Center are owned by that Business Center, and that only a Business Center admin or a member with a finance role can manage payments. In practice, the agency funds the account from its side and you are given a role on it.
What you usually get: an account that is ready quickly, a person to contact, and billing handled on the agency's side.
What you give up: ownership. The account, and anything created inside the agency's Business Center, sits on their side of the line.
2. Client-owned ad account with agency access
The ad account lives in your own Business Center. The agency requests access from its Business Center using your ad account ID, and the account owner approves or denies the request. TikTok offers three permission levels for this request:
- Admin: manage ad account finances, settings and permissions, create and edit ad campaigns, and view performance data.
- Operator: manage finances for ad accounts, create and edit ad campaigns, and view performance data.
- Analyst: view ads and performance data.
When an agency requests Admin or Operator access, it has to indicate whether it is the primary media buying partner. If it says yes and you approve, a "Media agency partnership" label appears next to the account name. TikTok's documentation describes clients owning their ad accounts and granting agencies access as its recommended best practice, and states that both agencies and clients can end the media agency partnership at any time.

What TikTok's official agency system actually consists of
Much of the confusion comes from the word "official". On TikTok's side, the verifiable pieces are these:
- Business Center. The container for ad accounts, pixels, audiences, catalogs and people. Partners are added to a Business Center and given access to specific accounts, and the client can change the access level from the Partners tab.
- Media agency partnership. A record inside Business Center that recognises an agency as the primary media buying and executing partner for specific ad accounts. TikTok says it helps agencies measure the spend they drive, and that it can later be used for sales incentive calculation, deal management and agency incentive programmes. It is a label on the relationship, not a transfer of ownership.
- TikTok Marketing Partners directory. A public directory at partners.tiktok.com/directory, organised by badge: Agency, Creative, Measurement and Marketing Technology. TikTok describes badged partners as vetted. In January 2026 TikTok added a Channel Sales Partner Program under the Marketing Technology badge, focused on small and medium-sized businesses.
- Billing options. TikTok Ads Manager offers prepay (manual payment), automatic payment, and monthly invoicing for eligible businesses. Once an account moves to automatic payment it cannot switch back to manual payment, so ask which option an agency account uses.
A provider describing itself as an "official" or "first-tier" TikTok agency is making a commercial claim. What you can check is narrower and more useful: whether the firm appears in TikTok's directory, and what actually shows up in Business Center once access is granted.
Why the ownership line is an account-risk question
Transfers are restricted. TikTok's help center states that you must be a Business Center admin to transfer ad accounts, that you can only transfer an ad account not owned by any other Business Center, and that a completed transfer cannot be reversed. It also recommends transferring only accounts your business owns and uses, and requesting access for anyone else's. Do not assume an agency-owned account can be moved to you later; get the answer in writing before you start.
History stays with the account. Campaign data, learning and account standing belong to the ad account. If the account is not yours, neither is that history.
Other assets have the same question. Check where the pixel, audiences and catalog were created. Rebuilding measurement after a provider change costs more than setting it up in the right place once.
Policy enforcement does not change. An agency arrangement changes who owns the account and who you call, not which advertising policies apply. Any provider claiming its accounts cannot be suspended, or can get ads past review, is describing something TikTok does not offer. If an account does get suspended, the steps are the same either way: read the notice, check account health and appeal through TikTok's own channels.
How to vet a TikTok agency account provider
Ask these before paying anything:
- Whose Business Center will own the ad account? If the answer is theirs, ask why the account cannot be created in your Business Center with them as media agency partner, which is the setup TikTok recommends.
- Which permission level will each side hold? Operator covers day-to-day buying and finances. Admin also controls settings and permissions. Grant the lowest level that does the job.
- Whose money is in the account? Who tops up the balance, how unspent balance is handled if the account is paused or closed, and on what timeline.
- What does the service cost? Get the fee structure, any deposit and any minimum spend in writing, including how each is settled when the contract ends.
- Are they in TikTok's partner directory, and under which badge? A listing tells you TikTok vetted the firm. It does not set the terms of your contract, and an unlisted firm is not automatically unreliable.
- What happens at exit? Which assets you keep, how access is removed, and whether reporting data can be exported first.
- Who handles a suspension appeal? Who files it, how quickly, and what you can see while it is open.
Red flags worth walking away from: requests for your personal TikTok login or verification codes, claims that accounts will not be suspended, "accounts for sale" offered in chat groups with no contract, and pressure to pay before any of the questions above are answered.
